| Any newcomer to the market would be required to meet them. They get busted "watering down" gas and such and no one buys their gas. Just ask RaceTrack here in TX. They are still trying to get people to buy their gas after rumors got out they were doing this at the station level. The market generally takes care of quiality control issue pretty well without governemnt interference. The line between standards and restrictions blurs. What CA calls a pollution "standard" formula or gasoline looks a lot like a "restriction" when AZ is running low on gas and wants to buy some extra that was refined for CA, but cant because AZ has their own "standard". The EPA sets pollution "standards" so high that no one builds a refinery in 30 yrs. Meanwhile we we use older refineries that pollute far worse that the modern ones we could build that still dont quite meet the EPA "standards" (or send it to Mexico where they have no standards). From the market level, this "standard" looks a lot like a "restriction".
